DR. LOUIS GALEA, B.A., LL.D., M.P.
Minister for Education

As Minister of Education, Dr. Louis Galea is responsible
for Education, Science and Technology Policy, Libraries and
Archives and Employment and Training.
Dr. Louis Galea was born on 2nd January 1948.
Dr. Galea was Secretary General of the Nationalist Party from 1977
to 1987. A lawyer by profession, he has devoted most of his energies
to politics and has contributed in no small way to increasing and
maintaining the Party’s organisation and efficiency.

| This not only involved the setting up of new party clubs and sections
throughout Malta and Gozo, but also the development of the Youth and Woman’s
Movements as well as the Workers’ Secretariat and the Migrants’
Secretariat. During his term of office the number of paid up party members
shot up.
Dr. Galea has been a member of the Nationalist Party’s General
Council and Executive Committee since 1972 and was a member of the Administrative
Council from 1975 to 1987. |

As a student Dr. Galea was one of the main organisers of the campaign
for Better Housing in 1968. He was President of the The Students’
Catholic Guild (1969), Secretary of the Students’ Representative
Council (1972), and President of the Council (1973). During part of his
time at University he also held teaching posts in both State and Private
schools. At present he lectures on Social Legislation at the University
of Malta. |
Dr. Galea was first elected to Parliament in 1976, and re-elected in
1981, 1987,1992,1996 and 1998. Following the 1987 election Dr. Galea was
appointed Minister for Social Policy. In 1992 he was appointed Minister
for Home Affairs and Social Development.

In April 1995, Dr. Galea was appointed Minister for Social Development
responsible for Health, Social Security, Family and Social Welfare, the
Elderly and Women.
Following the Nationalist Party victory in the 1998 elections, Dr. Galea
was appointed Minister for Education.

Dr. Galea is married to Vincienne nee Zammit. They have three daughters
and one son.
Following the Nationalist Party victory in the 2003 elections, Dr. Galea
was re-appointed Minister for Education.
Achievements
Spearheaded a number of key national reforms in the areas of unemployment
and underemployment (1989), social welfare (1990), correctional facilities
(1992), NGO service agreements (1993), mental health (1994), vocational
education and training (1999), state support for post-secondary and
tertiary students (1999), the opening of the Malta College of Arts,
Science and Technology (MCAST) and the reform in Technology Education
(2000), creation of the Foundation for Tomorrow's Schools (FTS) to build
new schools and refurbish all existing government schools (2000) and the
creation of the Foundation for Educational Services (FES) and the Institute for Child and Parent
Learning Support that aims to combat failure in school (2000).
| Launched a number of national structures that have become synonymous
with State prevention of social exclusion such as: the National Commission
Persons with a Disability (1987); the Commission for the Advancement of
Women (1988); the Foundation for Human Resource development
(1989); the Employment and Training Corporation (1990); the
Foundation for Medical Sciences and Services (1990); the
Department for the Equal Status of Women (1991); the Agency
Against Drug and Alcohol Abuse today known as SEDQA (1994); the Social Welfare
Development Programme (SWDP) today known Agenzija Appogg (1994) that offers 14 specialised
services in the fields of child protection, domestic violence,
family therapy, community development, a national helpline, and
hospital-based social work; |

Dr Galea has also been responsible for legislative innovations in a number
of key areas such as gender equality and social security.
Various other initiatives are in the process of being launched.
